Part 5 – Chapter 6: I Want to Buy Foreign Guns from the Russians, the More the Better

Gu Pingyuan had originally thought this deal was foolproof. Only now did he examine the contract carefully and indeed found compensation terms at the end – violators would pay damages of fifteen percent of the total price. But Hu Xueyan couldn’t have foreseen that foreign gun prices would rise so much in just a few months, making fifteen percent compensation completely inadequate to constrain the foreign merchant.

The assistants saw the boss had come and hurried to greet him. Hearing they could go home early, they hesitated.

“It’s just getting to the busy evening time – this is when we could sell more goods.”

They hurriedly donned official robes and took sedan chairs to Ding’an Street where the prefectural yamen was located.

Upon meeting, everyone immediately felt relieved. The prefect Yuan, who had been gloomy-faced for days, was actually beaming with smiles. Seeing everyone about to perform the formal court greeting, he raised both hands and said: “Wait a moment. Today I’ve gathered all colleagues to relay an imperial edict from the Grand Secretariat. With the sacred edict present, we are all subjects – let us all together request the emperor’s well-being.”

Only then did the civil and military officials realize a sacred edict had arrived. These past days everyone had been secretly speculating that Yuan Jiasan’s governance in Anhui, particularly his handling of Chen Yucheng’s Taiping army, had been utterly disastrous. The next imperial edict would surely bring censure and punishment – most likely his prefectural seat was unstable.

“Colleagues, let me read the imperial edict.” Yuan Jiasan coughed and read melodiously.

Gu Pingyuan acted very methodically, having people hang large bronze bells on foreign gun targets.
