The Five Fang Army naval forces were expanded into Left and Right Five Fang Armies, with Gao Chengyuan and Fan Xiang as Commanders stationed at Jiangzhou and Jinling respectively.

All the above forces fell under Bureau of Military Affairs jurisdiction. Because the Bureau of Military Affairs was on the southwest side of Chongwen Hall, they were called Southern Bureau Imperial Guards. Yang Zhitang, as Commander of All Campaign Cavalry and Infantry, was the nominal supreme commander of the Southern Bureau Imperial Guards.
